The paper indicates climate tracks the solar output for a period through 1987, but it diverges after this paper is written.

The difference between a long term climate driver and a shorter term driver is significant. Given there is no context for the timeframe being discussed, there is not a lot which can accurately be taken from the quote. However, if one reads the following sentences there is a better understanding.
