Hi, a building contractor from the council is working on our estate. There is a lot of building dust (materials used in construction, brick dust, old roof material dust etc from sanding and other work, and certainly not the regular dust you get in your home) which gathers up on the flat surface on the estate when they work e.g flat roofs, open staircases, open balconies. However, they are using a leaf blower to just blow it all away which is terrible for air pollution and for people with asthma and allergies. I spoke with them about what they are doing and they are not interested in picking up this heavy layer of dust and continue to use a leaf blower. Are they allowed to do this?
