Despite the country itself being relatively poor, rich population are very rich and generating enormous amounts of garbage, 99% of which is going to landfills; recently old landfills started to overflow and new ones have been created, which pollute everything and make life for those who dont have money on apartment in the cities impossible. The main obstacles to separate garbage collection are these: there are 3 main business forces: 1) for burning plants, 2) for recycling plants, 3) for landfills (the biggest one, landlords who charge rent for garbage placement). The smallest and weakest one - for recycling; such plants already exist, but cannot process more than 1% of waste and under natural market conditions cant grow any bigger. A simple solution comes to mind: to separate organic waste and plastic (of all kinds), which would constitute 90% of waste, create landfill accumulation and storage sites for these fractions ( a huge pile of plastic is not dangerous and in future it could be recycled, also technologies will improve making it easier);these sites should be in common property, with no charge for waste placement; small expences would be needed for their maintenace, but thats a drop compared to what consumer pays today; create mechanisms by which recyclers could take plastic from them(at their own slow pace and process it) ; as to compost it could be taken for free by farmers or sold and money should go to government, ect (again big field with just organic waste is not dangerous to environment, and a tractor is enough to go around it, mixing the compost). Then remaining 10% of other waste, including hasardous could be processed by recycling organisations (they have the capacity for that amount if it was separated from the whole mass) and the remaining could be burried on the existing landfills. This system is very simple and cheap and requires only free land. I would like to hear critisism of such system and whether it or it's elements exist anywhere in the first world: Europe, America, ect. Our greens believe that all waste should be recycled, that manufacturer should pay for recycling (attempt at it in law is even made, but due to corruption that tax goes fully into someone's pocket); actions of greens come down to demanding from the bourgeosie money for recycling plants, which they wont agree with because landfilling is much more profitable that recycling; but that it happens at the expense of human lives, who are dying as a result of drinking polluted water never conserns the land owners.
