Clinton should have replaced all Gens 1-3 and all fossil fueled power plants with Gen 4 in 1994 instead of throwing the plans out as per Hansen's "Storms of My Grandchildren " 2009. Now the only thing that can cool the oceans enough is a man made Toba Event, well planned ahead with safe nuclear shutdown. and after the long global winter underground, with building 100,000+ Gen 4 powered CO2 to carbonate brick factories. 10,000+ tree planting drones for 3 trillion trees and 1,000 OMTEC refrigeration devices to keep the oceans cooled down for the several hundred years it takes to lower CO2 to 300ppm.
