In this video https://www.youtube.com/watch?v=QJYU5KyYouc, they stated that Chinese firms are already setting up recycling facilities due to the China's ban on imported recyclables.

Is it true? If so, how will this shape America's recycling? And will this affect the eco-systems of other countries that had to take in recyclables from the USA/Canada/Europe?
It seems that illegal imported waste from these regions had caused more impact on the SEA countries than accounted for.
