The photo does say, on the back, that it was taken at Eighth Street and Indiana Avenue, and that it's of a man sitting on a dead horse.

you can tell by the way the head is placed and the lower jaw is positioned
the horse is "DEAD".

I've never heard of horses laying on their sides and people sitting on them
I would imagine that would be extremely uncomfortable sitting on
a horse's belly sideways...the horse's reflex would make it bolt up.
