I think the reason for so many homeless is that not enough of our citizens truly Pledge Allegiance to the flag and the Republic for which it stands. They've allowed in so many illegals that rob jobs and public funds that could go to real Americans who are homeless. They let illegals live 60 to a house but not Americans. Preference is given to minorities for benefits, and for jobs they need less qualifications.(affirmative action)
Then there is the profit greed of companies and corporations like Microsoft.
The driving force of it all is overpopulation for the most part, with the mentality that is over-tolerance and over-compassion.
The Lakota never would have allowed the Crows to move into their lands en masse. They wouldn't allow a person to slow down their movements or be a total drag on them unless it was a respected elder. We should learn from them, and the Utes. (see below)
Immigration's "ripple effect" drove wages of the highest skilled foremen to stagnation from 1983 to 2003 at least. I know from experience. As far as I'm concerned, if you can't build your own house, all trades, you don't deserve one, and can rot in the street as a target for cars. That would take care of overpopulation, too.
