I agree with the first post, but the devil is in the details. Those with mental health issues are prohibited from owning a firearm, yet there is no mechanism to allow for such a check prior to purchase. The mental health professionals do not support a database because they fear it would prevent too many from seeking help. The registration of such people is touchy. The same with those with anger management issues. When is someone "safe" and not to own a firearm much less carry one?
In our state the application for a CCW entails opening the medical history files for review and voluntarily putting your fingerprints into the system, in addition to undergoing training on the laws. The police were at first wary of those with CCWs, but seemed to quickly understand they were more closely checked than the rest of the people they encountered. This is not to say that everyone with a CCW should actually have gotten one, but they were just checked out prior to the encounter.
As an aside, we have had three cases of drivers being shot at in the lasat week or so. I doubt if any of the shooters had a CCW, but none of them should own a firearm.
