Felonious assault is assault which is of sufficient severity or circumstance to be classified as a felony. Felonies are a higher level of crime than a misdemeanor. Thus, the action by the police of throwing a flashbomb into a group clearly trying to render aid to an injured person would be a crime against those people and a crime of a high enough level to be called a felony. So there would not be a better description than felonious assault for the action.
Logic again ....
