So, if you have your doctorate in a field but have not published a paper, you are not an expert?

I guess someone will have to tell Galileo Galilei that he is no longer considered to be an expert with astronomy... :-({|=

as a general rule, you obtain a doctorate degree by publishing a paper in the field of study of your doctorate. By default, they either have a published paper or they are a fraud and not an actual doctorate.... just sayin' (I am not taking sides in this debate but am following it)

What if they have not published 15 papers? Does that automatically make them not an expert?

He had no experience in the field? That would be a surprise to him for sure.

It makes it much less probable they are an expert, because experience is usually tied to some type of publication or other documentation of experience level.
