No, terrorists do not care about killing people, they care about intimidation in order to get their way. Killing people is one way of doing that. Threatening to kill people is another way. The difference is the main target of war is the force of the opposing government and that governments ability to wage war. The terrorists do not primarily attack those forces because those forces are able to inflict losses on the terrorists. Terrorists are the minority and cannot take the extended losses without major damage to their cause.

No sane person ever wants a war, but no sane person can allow an insane person to win just because they are willing to kill to get their way.
