The camera says the ice is melting? It could be they are trying to "dumb down" the explanation for ice loss for folks like Milton. Ice (solid water) can go to vapor (gaseous water) without first turning to a liquid. It is called sublimation. In any case, without any reference, you seem to just be lost in trying to repeat what you think you heard.

The 2017 melt season was less intense than recent years, and was below average melt in the 1981 to 2010 reference period. Surface melting was particularly low in southeastern Greenland. In general, melting was limited to low elevations (below 1500 meters or 4900 feet) along the western and northeastern coastlines. Fewer melt days than average occurred along the Davis Strait and the interior melt pond region along the central western coast. As discussed below, the melt year ended with two significant late melt events in southeastern Greenland. The final 2017 melt event occurred at the end of October, covering the southeastern coast.

Overall, the 2017 melt season was the lowest since 1996. Although it began and ended with a few large melt events, the middle of the melt season through mid-July was below average—only briefly picking up intensity late in July through mid-August.

Rep. Debbie Dingell began an exchange with Pruitt asking if his department did any meaningful studies he could point to that would support the guidelines he oversaw, and their affects on human beings in the United States.

Dingell: Yes or no. Did E.P.A. Conduct an analysis of the health effects, including the potential increased risk of cancer of this decision before releasing the January 25 guidance memo.

Pruitt: That's something we have to provide.

Dingell: Did you provide an analysis on the effects on children, babies, or pregnant women?

Pruitt: That's something we have to assess and provide.



The short answer would be "no" there were no studies or analyses performed.

GOP senators challenge funding for global warming education program

Four Republican senators say a $4 million program to boost climate reporting by meteorologists is not science, but “propagandizing.”

Four Republican senators called Wednesday for an investigation of National Science Foundation grants, saying the federal agency had ventured beyond science and into political advocacy, particularly with its support of a program to encourage TV weathercasters to report on global warming.

The four senators called for the foundation’s inspector general to investigate the $4 million program to increase climate reporting by meteorologists, saying it “is not science — it is propagandizing.”

Local weathercasters have become one of the primary conduits for news on global warming. One nonprofit helped push the change.
The senators — Ted Cruz of Texas, Rand Paul of Kentucky and James Lankford and Jim Inhofe, both of Oklahoma — said the program, run by the nonprofit Climate Central, epitomizes National Science Foundation grants that stray beyond their appropriate scope of “basic research.”

The senators’ objections were made in a letter to science foundation’s inspector general, Allison Lerner. It charged that the foundation had “issued several grants which seek to influence political and social debate rather than conduct scientific research.” That may have violated not only the agency’s mission but the Hatch Act, the federal law that prohibits federal employees from taking public political positions, the senators said.
