RRI's main role is to promote the implementation of green plans--long-term, comprehensive strategies designed to achieve sustainability. Green plans are designed to solve environmental problems through a systemic, multi-sector process that mandates proactive management strategies and establishes measurable goals for recovery. Green plans create a basis for cooperation among industry, government, and nongovernmental organizations (NGOs). Cooperation of this sort is a radical concept for sectors whose mutual antagonism has led to virtual gridlock in the environmental policy arena.
