The foundation was established in 1995 to refocus the principle of "free" access to technology set out in Article IV of the Nuclear Non-Proliferation Treaty. The foundation promotes the application of this principle to low-polluition forms of energy storage technology ussed in combination with solar and wind power generation. Momentum foundaation supported a project documenting the 1996 advisory opinion on the legality of nuclear weapons from the International Court of Justice and is currently developing a global nuclear waste database site on the internet.
